4. Board Discussion

Topic:  District Finances

Mr. Perez entered the meeting at 5:49 p.m.

Mr. Williams, in reference to the discussion held during the 10/9/2023 Special Board Meeting, said 10-year financing options worry him. He said it puts the district in a bad position for 10 years.

Mr. Richards said the district needs to explore different options with regard to purchasing buses. He said the district needs to explore fundraising options for some of the proposed improvements, but there is not enough time to do that for the track. He also said the district needs to begin setting funds aside for planned big expenses in the future. Dr. McBride suggested a maintenance schedule for large expenditures. Mr. Richards said a maintenance schedule is part of the priority list.

The board had a discussion about possibly using passenger vans in the future, when practical, rather than always using a full-size school bus. Some possible uses would be smaller team events such as bowling matches.

Mr. Williams asked about the difference between earned income and income tax, and how that would impact the district. Mr. Richards said the district is now completely reliant on property taxes. He asked if there was any appetite to explore some form of an income tax. Mr. Cook said that would provide a more balanced revenue stream.

IT IS HEREBY CERTIFIED that the TIFFIN CITY SCHOOL DISTRICT BOARD OF EDUCATION, SENECA COUNTY, OHIO, to adopt any appropriation measure, make any qualifying contract, or increase during any school year any wage or salary schedule shown above, has in effect the authorization to levy taxes including the renewal or replacement of existing levies which, when combined with the estimated revenue from all other sources available to the district at the time of certification, are sufficient to provide the operating revenues necessary to enable the district to maintain all personnel and programs for all the days set forth in its adopted school calendars for the current fiscal year and for a number of days in succeeding fiscal years equal to the number of days instruction was held or is scheduled for the current fiscal year, as required by Section 5705.412.
