BOARD DISCUSSION
District Finances
Minutes
Mr. Williams said various tax strategies were discussed at the December Finance Committee meeting. He said the consensus of the committee is that the district shouldn't try to solve all its financial problems within one five-year forecast. The board members had before them a sheet describing examples of various tax scenarios and how each might affect the district. Mr. Ryan Cook stated timing will be crucial. Mr. Williams suggested citizens should look at their property tax bills and recognize what portion actually goes to the schools.
There was brief discussion of income tax versus property tax. Mr. Cook said an income tax would be a more difficult ask of the voters. Mr. Kisabeth noted there is currently an entire generation of students who have gone through school without new money coming into the district.
Mr. Williams requested Mr. Cook create a timeline of local levies coming up for renewal and how that will impact property taxes. Mr. Richards was requested to develop a picture of the financial burden of maintaining facilities if the district does not build. Mr. Williams said the board needs to have a timeline of required actions leading up to going to the voters.

IT IS HEREBY CERTIFIED that the TIFFIN CITY SCHOOL DISTRICT BOARD OF EDUCATION, SENECA COUNTY, OHIO, to adopt any appropriation measure, make any qualifying contract, or increase during any school year any wage or salary schedule shown above, has in effect the authorization to levy taxes including the renewal or replacement of existing levies which, when combined with the estimated revenue from all other sources available to the district at the time of certification, are sufficient to provide the operating revenues necessary to enable the district to maintain all personnel and programs for all the days set forth in its adopted school calendars for the current fiscal year and for a number of days in succeeding fiscal years equal to the number of days instruction was held or is scheduled for the current fiscal year, as required by Section 5705.412.
